The next municipal election will be held Monday, October 22, 2018.

Changes to Nomination Period and Process

The Municipal Elections Modernization Act 2016 changed the dates of the nomination period for individuals who want to register as candidates for the 2018 election.

The nomination period now opens on May 1, 2018 and ends on July 27, 2018 at 2:00 pm.

There is also a new requirement of 25 supporting signatures of eligible electors to accompany the nomination.

Candidates may download the relevant nomination forms from the municipal website, or pick up a nomination package at the Municipal Office located at 7883 Amtelecom Parkway, Forest.

Information for Candidates

Nominations will be received for the following municipal offices:

  • Mayor – One (1) to be elected
  • Deputy Mayor – One (1) to be elected
  • Ward Councillors – Seven (7) to be elected.

Nomination Information

To run for office of mayor or councillor, candidates must file a prescribed Nomination Paper. Candidate cannot raise or spend any money on their campaign until this nomination paper is filed.

Nomination Period

  • Tuesday, May 1, 2018 is the first day Candidates may file a Nomination Paper for the office of Mayor, Deputy Mayor, Councillor or School Board Trustee.
  • The deadline for candidates to submit their Nomination Papers is Friday, July 27, 2018 at 2:00 pm.
  • The deadline for the withdrawal of nomination is Friday, July 27, 2018 at 2:00 pm.


Lambton Shores is made up of seven (7) wards:

Candidates may run in any ward and do not have to live in a particular ward in order to be its councillor. However, candidates that run in a ward where they do not live will not be able to vote for themselves.

The Mayor and Deputy Mayor are elected “at large” by all voters.


Who can be a Mayor, Deputy Mayor or Councillor candidate?

  • A resident of the Municipality of Lambton Shores, or an owner or tenant of land in the Municipality, or the spouse of an owner or tenant;
  • A Canadian citizen;
  • At least 18 years old;
  • On the Voters List; and
  • Are not legally prohibited from voting by law.

Who cannot be a Mayor, Deputy Mayor or Councillor candidate?

  • An employee of the municipality unless they have taken an unpaid leave of absence beginning the date they are nominated, and resign if elected to office;
  • A judge of any court;
  • A Member of Parliament, a Member of Provincial Parliament, or a Senator;
  • A candidate who failed to file the necessary financial statement(s) in the last municipal election;
  • Anyone that is legally prohibited from voting by law.

Filing Your Nomination

Candidates must fill out the Nomination Form and file it with the Municipal Clerk. Nomination papers and candidate packages will be available online and can be picked up at the Municipal Office (7883 Amtelecom Parkway, Forest) starting on or about April 1, 2018. Candidates can begin filing their Nomination Papers on Tuesday, May 1, 2018 at 8:30 am.

Each candidate for Council must submit their signatures of 25 voters supporting their nomination. Each supporter must be on the Municipal Voters List and sign a declaration stating their eligibility to vote in the Municipality. Those endorsing a nomination must be eligible to vote as of the day they sign the prescribed form.

Nomination Papers must be filed by the candidate in-person at the Municipal Office. All forms must have original signatures and they may not be submitted electronically. The following are needed to complete the filing:

Filing Fees

  • Mayor - $200
  • Deputy Mayor - $100
  • Councillor - $100

Candidates are entitled to a refund of their filing fee if they submit their campaign financial statement by the deadline.

Campaign Finances

A candidate's election campaign period begins the day they file a nomination. No contributions can be made or accepted and no expenses may be incurred before the Clerk receives the nomination form. If you file a nomination form, you must file a financial statement. This includes candidates who withdrew their nomination, candidates who were not certified and did not appear on the ballot and candidates who were acclaimed.

Candidates are responsible for keeping records of all financial activities related to their campaign.

Voting Method

Lambton Shores' voters will have the convenience of voting by internet or telephone. This means eligible electors can vote anytime, anywhere, during the voting period using a telephone, computer, cell phone, tablet or laptop. A Voter Instruction Letter containing voting instructions and a private access PIN will be mailed in early October.

Candidate Financial Statements

Section 78 of the Municipal Elections Act, 1996, requires that every person that has filed a nomination paper with the Municipality of Lambton Shores to participate as a candidate in the Municipal Elections (even those persons that subsequently withdraw their candidacy) file a financial statement with the Municipal Clerk no later than 2:00 pm on March 27, 2015.

These financial statements detail the income and expenses incurred during a candidate's campaign.

The Municipal Elections Act, 1996 does not require the Clerk or the municipality to analyze or review the financial statements for accuracy or correctness. The Clerk needs only to determine “on the face of the document” whether or not a candidate has filed to pay over any campaign surplus to the municipality or has incurred expenses in excess of the spending limit for the office.

Pursuant to the Municipal Elections Act, 1996, the official copies of the candidates' financial filing statement are the hard copies filed manually with the Clerk of the Municipality of Lambton Shores. These documents are public documents and are available for inspection at the Clerk's Department of the Forest Administration Office during normal business hours. Any person may make extracts from the documents and is entitled to copies of the documents but must only do so knowing that, in accordance with Section 88(10) of the Municipal Elections Act, 1996, the information obtained shall only be used for election purposes.

Section 88(9.1) of the Municipal Election Act, 1996, provides that the Clerk shall make the documents filed under Section 78 and 79.1 available at no charge for viewing by the public on a website on the internet or in another electronic format as soon as possible after the documents are filed.

The Municipality of Lambton Shores hereby provides this electronic access to candidates' financial filing statements on the Municipality's website on an “as is”, “as available” basis. The Municipality does not make any express or implied warranties, representations or endorsements with respect to the filings, including but not limited to, warranties as to usefulness, completeness, accuracy and reliability.
