Lottery Licensing - Bingo Licences

Bingo is a game of chance where players are awarded a prize or prizes for being the first to complete a specified arrangement of numbers on bingo paper, based on numbers selected at random. 

The Municipality may issue non-pooling bingo licences to eligible charitable organizations for events conducted anywhere other than in pooling bingo halls, with prize value up to $5,500. Bingo games with a prize board over $5,500 are licensed by the Alcohol and Gaming Commission of Ontario (AGCO).

The completed application must be submitted with: 

  • Rules of play and gaming schedule 

Failure to complete the application in full will delay the approval process. 

Please submit the application at least one (1) week before it is required to allow time for a proper review. 

You will be notified when the application has been approved and what the total fee will be. The licence must be paid for in full before it will be released to the charitable organization. 

The Rules of Play for Bingo are quite specific and are laid out on the Terms and Conditions for Regular and Special Bingo Licences.  

The organization may also establish "House Rules" for their bingo event. House Rules must be displayed at the location of the bingo event. If a House Rule conflicts with the terms and conditions or any other regulation, the terms and conditions or regulation will take precedence. 

Bingo Rules of Play Sample

The Bingo Game Schedule should outline:

  • The bingo games to be played
  • The winning arrangement of numbers for each game
  • The value of the prize for each game
  • The minimum & maximum payouts for variable prize games, also known as “share the wealth” games, including any Table Board Bingo games
  • The set percentage used to calculate the variable prizes for the individual table board games
  • The prize of bingo paper, if applicable
  • The total value of all prizes offered for the bingo event
  •  The name and address of the premises where the bingo event is to be held
  • Any special purchase for used bingo paper exchanged for new paper (e.g. $0.25 instead of $0.50)
  • The starting and ending time for the time slot for the licensed Regular Bingo event, and any bingo games played in conjunction with it including the fixed time slot for any Table Board Bingo games

The total prize value must be a minimum of 20% proceeds (unless it is a 50/50 raffle) 

Prizes may consist of merchandise or cash, or a combination of the two.

The prize list should include each prize and its value. Proof of value may be requested if the Municipality is unable to verify the actual value.

The prize list value cannot exceed $5,500. 

  1. Reports are due 30 days after the event date.
  2. All sections of the report must be completed prior to being submitted
  3. The report must be accompanied with the following supporting documents: 
    • Deposit slips (showing funds being deposited into the lottery trust account).
    • Copies of cheques and invoices for expenses.
    • Use of lottery proceeds.
    • A bingo summary 
    • A list of the of the winners.
  4. The report must be signed by both signing authorities that signed the application for the raffle.
